Gulraiz Housing Scheme

Overview

Gulraiz Housing Scheme (also spelled "Gulrez Housing Scheme" on some listing sites) is a large, long-established residential scheme in Kotha Kalan, Rawalpindi, at the junction of High Court Road, Quaid Avenue, and Bahria Town Link Road. It spans at least Phases 2 through 6, is populated with an active resale/rental market (thousands of listings across Zameen, Graana, OLX, SabzProperty), and hosts real institutions including a Beaconhouse Primary Branch and an AFSS campus, plus its own commercial area (Sarmad Plaza, Food Mart, dental clinic, fast-food outlets). **Added over the user's explicit choice after a serious legal-status caveat was flagged and confirmed**: RDA's (Rawalpindi Development Authority) own official list of illegal housing schemes named Gulraiz Housing Scheme as one of 31 such schemes as far back as 2017 (independently confirmed via Dawn.com's news coverage of that list). It is still absent from a 2026-dated RDA-approved-schemes compilation, and a separate broker source lists it as having an NOC that is still "under process" rather than granted. Most seriously, RDA has run repeated, recent enforcement operations specifically inside Gulraiz — including demolishing illegal commercial construction on Plot No. 522, Phase-II in 2024, and separate 2024 operations removing encroachments and demolishing unauthorized sheds — indicating this is an active, unresolved regulatory problem rather than a stale, outdated flag. No developer, builder, or society management company name was found anywhere reachable. Buyers should independently verify current NOC/approval status for the specific phase and plot with RDA (or the Cantonment Board, since Rawalpindi schemes split jurisdiction between the two) before any transaction — this entry records the scheme's real, documented existence and its real, documented legal-status caveat, not a claim that it is fully approved.
