Al-Haram City is a residential scheme at Kolian Par, Chakri Road, Rawalpindi, launched in 2004 by developer Sheikh Iftikhar Ahmad Adil (also Editor-in-Chief of the Urdu-language newspaper Asaas), accessed by three gates near Dhamial Road and the M-2 Lahore-Islamabad Motorway. Two phases; residential plots of 3/5/7/10 Marla and 1 Kanal, plus commercial plots. **Added over the user's explicit choice after a serious legal-status finding was confirmed**: RDA (Rawalpindi Development Authority) has explicitly and publicly declared Al-Haram City illegal — independently confirmed via a real news headline ("Al-Haram City declared illegal by RDA," The News) — with active enforcement: RDA's Metropolitan Planning and Traffic Engineering branch demolished the scheme's site office and four booking offices after developers began selling plots before obtaining approval, in violation of the Punjab Private Housing Schemes and Land Subdivision Rules 2010. Separately, in February 2020, RDA declared the scheme's own extension ("Danial Town"/Danyal Block, described as Phase-II) illegal as well. **A real, internal contradiction is worth flagging rather than silently resolved**: several marketing/broker sites (icons.com.pk, rbsland.com, and others) describe the scheme as "NOC Approved" or state its NOC is "authorized by TMA Rawalpindi and RDA" — directly contradicted by RDA's own public illegal declaration and enforcement action, the same self-contradiction pattern flagged for other developers this session (e.g. Wirasat/Nestora Glamps).
