Overview

Capital Smart City is marketed as "the first smart city in Pakistan," positioned next to Chakri Road near the M-2 Motorway, Islamabad. Jointly developed by Habib Rafiq Limited (HRL) and its sister company Future Development Holdings Pvt Ltd (FDHL), master-planned with Singapore-based Surbana Jurong -- the same HRL/FDH/Surbana Jurong consortium already in this DB behind Lahore Smart City, independently and well-established, no developer-verification concerns. NOC approved by the Rawalpindi Development Authority (RDA), planning permission ref RDA/MP&TE/F-PHS-05/544 (30 May 2019) -- despite the "Islamabad" branding used everywhere, the NOC-issuing authority is RDA (Rawalpindi), the same Islamabad-vs-Rawalpindi branding pattern already flagged on Faisal Hills and Lakeshore City in this DB. Master plan includes named zones: La-Mer (retail/hospitality/entertainment district beside a lake), a Golf & Leisure Club, and Smart Villas residential neighborhoods. No detailed phase/block breakdown, plot sizes, or payment-plan pricing was found on the project's own official site (smartcitypk.com) at the page fetched -- third-party broker sites (skymarketing.com.pk, sectorland.pk, and others) do publish detailed 5/7/10 Marla payment plans, but those weren't independently reconciled against the developer's own source for this entry, so no payment_plans/pricing figures are recorded here; a future pass sourcing directly from the developer could add them.
